국문초록
 코로나 19로 인해 전 세계가 경제 위기에 직면하고 있다. 우리나라 정부는
현 상황의 장기화로 인한 경기침체를 해결하기 위해 지난 2020년 4월 국가긴
급재난지원금 지급을 결정하였다. 국가긴급재난지원금은 국민의 소득과 생계
를 보장하고 소비의 진작과 고용유지 및 지역경제 활성화에 주목적을 두었다.
그러나 정책 시행 과정에서 여러 문제가 발생하였다. 본 논문은 이러한 문제
의식으로부터 시작하여 국가재난지원금 지급방식 및 사용에 관해 분석하고자
한다. 본 연구는 문제점들을 크게 3가지로 분류하였다. 첫째, 가구원 비례 지
급방식 둘째, 대리수령 셋째, 사용처 선정 문제이다. 이러한 분석을 통해서 2
차 국가재난지원금에서 개선되어야 할 부분을 제안하고자 한다

COVID-19 is causing the world to face an economic crisis. The Korean
government decided in April 2020 to provide The National Emergency
Disaster Assistance Fund(stimulus check) to help resolve the economic
downturn caused by the prolonged current situation. The stimulus check
ensured the income and livelihood of the people and focused on boosting
consumption, maintaining employment and revitalizing the local economy.
However, a number of problems arose in the course of implementing the
policy. Starting with this sense of problem, this paper will analyze the
method and use of stimulus check. This study classified the problems
into three main categories. First, the proportionate payment method for
household members. Second, the proxy receipt. Third, the selection of
affiliated businesses that are serviceable to stimulus check. Through this
analysis, this thesis would propose the Second National Disaster Assistance
Fund(Stimulus check) that needs to be improved.
