A Study of Civic Education Experience and Promotion Plan
from the Perspective of Methodology

This study is aimed to figure out a plan to promote civic education (teaching & learning). A citizen is not an individual who exists alone. It exceeds personal interests and public connection in a civil society. Therefore, civic education should be understood within the current civil society as a process for the public to grow into a citizen. For this, diverse education methods should be considered. In terms of methodology, the challenges for citizenship education were derived through a survey on students¡¯ opinions based on ¡®Basic Direction of Kyung Hee University¡¯s Civic Education.¡¯ The promotion methods were examined based on the teaching & learning methods used by some educators. In terms of the promotion methods, learner-centered practical civic education & participatory learning, connection between integrated citizenship education and specific life and teaching & learning method for internalization of democratic processes in reflective citizens and lives were introduced. Then, ¡®citizen council¡¯ was proposed as an alternative learning model which can enhance learning effects by taking advantage of all the said processes. Lastly, an educator¡¯s role as a facilitator or collaborator is emphasized. There should be an interaction between the educator and learners in the belief that the former has equal civil rights with the latter, instead of using the superior position in a hierarchical or authoritative power system. Civic education would not be legitimate unless this kind of educator¡¯s role is secured.
