Focusing on the Central Council for Education¡¯s Report, Advisory Committee of the MEXT

  This paper lists the history of Japanese International Understanding Education(JIUE) in chronological order and argues its current issues, JIUE has wordy appearance now and includes a variety of goals since starting by UNESCO. UNESCO adopted the ¡®International Education¡¯ in 1974 and presented recommendations on the direction of education for international understanding of the world. But when we closely review the Central Council for Education¡¯s Report, Advisory Committee of the MEXT pretended that it conformed to the goal of education for international understanding but it¡¯s actual contents did not meet the recommended by the UNESCO. Therefor, This study will reveal the distinction between UNESCO and MEXT through policy of International Understanding Education. JIUE distanced itself from the UNESCO guidelines and began emphasizing Japanese identity and education about Japanese traditional culture. So far, the points of emphasis in JIUE have not changed, Actually, this matter has been a constant argument in Japan since the 1910s. The issues surrounding the notions of the nation state and education on traditional culture have been weighing upon JIUE for a long time.
