기후위기와 생태사회주의

: 사이토 고헤이와 안드레아스 말름의 논의를 중심으로

국문초록

기후위기가 인류의 미래를 위협하고 있다. 기후위기의 핵심은 온실가스로 인한 지구온난

화 문제이다. 이 사태를 막기 위해 유엔과 각 국가들은 오래전부터 해결책을 모색해 왔다.

2016년 체결된 ‘파리기후협정(Paris Climate Agreement)’ 또한 그 대책의 하나이다. 문

제는 파리협정 이후에도 이산화탄소 배출량은 늘어나고 있다는 사실이다. 왜 이런 일이 발

생하는 것일까? 그것은 자본주의 문제에 대해 이야기하지 않기 때문이다.

일본의 경제학자 사이토 고헤이와 스웨덴의 생태학자 안드레아스 말름은 생태사회주의

(Ecosocialism)가 기후위기의 유력한 해결책이라고 주장한다. 사이토 고헤이는“ SDGs는

현대의 아편이다.”라고 주장한다. 그리고 현재의 기후위기를 해결하기 위해서는 ①울리히

브란트가 ‘제국적 생활양식’이라고 명명한 생활양식에서 벗어나야 하며, ②자연에 대한

근대적 인식에서 벗어나야 하며, ③궁극적으로는 ‘탈성장’에 기초한 ‘풍요’를 중요한 가

치로 삼아야 한다고 주장한다. 이것 외에도 사이토 코헤이는 GDP 중심의 자본주의적 ‘성

장’ 대신 생태주의적‘ 탈성장(degrowth)’을 개인과 사회의 원리로 수용해야 한다고 주장

한다. 그가 주장하는 생태사회주의적 ‘탈성장’은 청교도주의적인 과거의 탈성장론과 달

리‘ 커먼’의 재건이 핵심이다.

한편 안드레아스 말름은 국가 또는 정부의 강력한 힘에 의해서만 현재의 기후위기가 극

복될 수 있다고 주장한다. 말름이 이러한 생각의 배경에는 코로나 팬데믹에 대한 국가의

방역이라는 경험이 존재한다. 특히 말름은 트럼프 대통령이 ‘국방물자생산법’을 발동한

것에 주목하고 있다. 트럼프가 이 법안을 발동하자 GM과 포드는 생산라인의 일부를 인

공호흡기를 생산하는 데 활용하려고 했다. 또한 이 시기에 프라타, 아르마니, 입생 로랑,

H&M 등의 패션업계는 제조 역량의 일부를 의료용 작업복, 마스크, 방호복 등을 생산하는

사용했고, 일부 증류주 업체들은 보드카와 위스키 생산라인을 개조해 손 소독제를 공급했다.

 말름은 기후위기에 대해서도 국가가 이처럼 강력한 영향력을 행사한다면 해결이 불가능하지 

않을 것임을 주장하면서 그것의 모델을 레닌이 주도한 ‘전시공산주의’에서 가져온다. 

즉 기후위기에 대응하기 위해서는 단기간에 이산화탄소 발생량을 획기적으로 줄어야 하는데, 

그것은 점진적인 방식으로는 결코 성취될 수 없다는 것이다.

Climate crisis and Ecosocialism

: Focusing on the discussion between Saito Kohei and Andreas Malm

Abstract

The climate crisis is threatening the future of mankind. At the heart of the climate crisis is the issue of global warming caused by greenhouse gases. To prevent the situation, the United Nations and countries have long sought solutions. The Paris Agreement, signed in 2016, is also one of the measures. The problem is that carbon dioxide emissions are increasing even after the Paris Agreement. Why is this happening? That's because it doesn't talk about capitalism.

Japanese economist Saito Kohei and Swedish ecologist Andreas Malm argue that ecosocialism is a powerful solution to the climate crisis. Saito Kohei argues, "SDGs are modern opium." And in order to solve the current climate crisis, he argues that ① Ulrich Brandt should break away from the lifestyle he calls "imperial lifestyle", ② modern awareness of nature, and ③ ultimately, "richness" based on "degrowth" should be an important value. In addition to this, Saito Kohei argues that ecological "degrowth" should be accepted as the principle of individuals and society instead of capitalist "growth" centered on GDP. Unlike the Puritanism of the past, the reconstruction of "common" is the key to the ecosocialist "de-growth"

Meanwhile, Andreas Malm argues that the current climate crisis can only be overcome by the strong power of the state or government. Behind this idea is the experience of the state's quarantine against the COVID-19 pandemic. In particular, Malm is paying attention to President Trump's invocation of the Defense Material Production Act. When Trump invoked the bill, GM and Ford tried to use part of the production line to produce ventilators. In addition, during this period, fashion industries such as Prata, Armani, Yves Saint Laurent, and H&M used some of their manufacturing capabilities to produce medical work clothes, masks, and protective clothing, while some distilled liquor companies modified vodka and whiskey

production lines to supply hand sanitizers. Malm also takes its model from Lenin-led "war communism," arguing that it would not be impossible to resolve the climate crisis if the state exercised such strong influence. In other words, in order to cope with the climate crisis, carbon dioxide generation must be drastically reduced in a short period of time, which can never be achieved in a gradual manner.
