시민교육의 국제적인 연대와 협력 동향

본 논문은 시민교육과 관련한 국제적인 연대와 협력활동의 동향을 파악하기 위한 탐색적 분석을 목적으로 한다. 구체적인 논의를 위해 대표적인 시민교육 국제연대의 3가지 사례인 ‘유럽 시민교육을 위한 네트워크’(European Union and Networking European Citizenship Education, NECE), ‘시민교육 관련 국제 조사연구’(International Civic and Citizenship education Study, ICCS), ‘시비타스 국제프로그램’(Civitas International Program)의 양상을 비교해서 살펴본다. 구체적인 논의를 위해 3가지 사례를 연대를 하고자 하는 ‘주체’, 연대를 하고자 하는 목적과 그것을 실현하고자 하는 ‘활동’, 그리고 연대에 참여하는 주체들의 관계와 활동을 어떻게 ‘운영’하는지 3가지 측면으로 나눠 살펴봤다. 3가지 사례는 각각 ‘거버넌스’(governance), ‘연구조사’, ‘교육 프로그램 전파’ 등 목적과 활동에서의 차이를 나타냈다. 반면 운영에 있어서는 공통적으로 ‘민간주도성과 정부지원’, ‘주축기관과 회원기관’, ‘당위와 필요’ 사이의 균형을 도모함으로써 지속적인 국제연대를 이어가고 있다.

International Solidarity and Cooperation Trends in Citizenship Education

This Thesis aims at an exploratory analysis to identify trends in international solidarity and cooperation activities related to civic education. The method to analysis is comparative case study on three cases which are well known; The European Union and Networking European Citizenship Education(NECE), The International Civic and Citizenship Education Study(ICCS), and The Civitas International Program. In order to discuss issues, there are three aspects that who are the 'subject', what is the goal and 'activities' of th solidarity, and how to 'operate' the solidarity. Each of the three cases showed differences in purpose and activities such as 'governance', 'research', and 'spreading of educational programs'. On the other hand, those three similarly maintains a solid international solidarity by promoting a balance between 'civil initiative and government support', 'main organization and member organizations' and 'justification and interests'.
