공공데이터를 활용한 문제정의 방법론과 세계시민교육

'세계와 시민'은 글로벌 환경에서 기후변화와 생태환경 문제, 빈곤과 불평등, 민주주의 위기 등 지구적 난제가 자신의 삶과 무관하지 않다는 것을 인식하면서 비판적이고 창의적으로 사고하고, 더 나은 세계를 기대하고 만들어 가는 세계시민으로서의 역할을 모색한다. 이 과정에서 학생들의 자기주도 학습과 토론, 그리고 모둠 활동과 창의적 실천을 강조하고 있다. 그러나 학생들과 교수들은 모둠 활동에 대해 어려움을 호소하고 있다.
이 글은 공공데이터의 개념과 다양한 접근 방법에 대해 다루고, 2019년 1학기 수업에 적용한 사례를 통해 방법론과 유용성에 대해 논의한다. 또한 이러한 방법론이 디지털 네이티브 세대인 대학생들에게 ‘사고하는 힘’과 ‘질문하는 힘’을 키우는 데 유용하다는 점을 강조한다.

A Study on the Use of Public Data on the Problem-Defining Methodology and on the Global Civil Education

Recognizing that global challenges, such as climate change, ecological environment issues, poverty and inequality, and democratic crises in the global environment, are closely related to each and every person’s life, ‘World and Citizens’ seeks to encourage the students to redefine and pursue their role as a global citizen and to think critically and creatively on what they can do to create a better world. To this end, the emphasis is placed on self-directed learning and debate, and on cooperative team work and creative practice. However, students and professors are expressing difficulties in their team activities.
This paper deals with the concept of public data and various approaches, and discusses methodologies and usefulness through the cases applied in the first semester of 2019. It should be noted that such methodologies are useful for and beneficial in developing the "abilitity to think" and the "ability to question" for college students of the digital native generation.
